Overview

How we build for municipal & federal owners

Municipal and federal owners buy more than construction. They buy predictable process: documented procurement, clean change-order practice, public outreach and an audit trail that holds up years later. Our project managers have worked on projects funded by FEMA, the Corps of Engineers, USDA, state revolving funds and local bond measures, and understand what each funding source expects of a contractor.

The work covers a wide range: waterfront seawalls and promenades, fish-passage culverts, stormwater facilities, emergency slope stabilization, levee improvements and public buildings' site infrastructure. These jobs often sit next to homes, schools and small businesses, so community engagement is part of the scope. We assign a public information lead on every urban project and keep a 24-hour response line for the neighbors.

Many of the agencies we serve use job-order contracts and on-call agreements for storm response and emergency repair. Our emergency response team can mobilize crews, equipment and materials within hours, and we maintain pre-negotiated rates with several agencies so work can begin before a formal contract amendment is processed.

Owner priorities

What matters on these projects

  1. 01

    Procurement and public accountability

Prevailing wage, apprenticeship utilization, certified payroll and good-faith DBE efforts are documented to the standard a public auditor expects.

  2. 02

    Community and business impacts

Access to storefronts, school routes and neighborhood parking is protected with phasing, signage and a published construction contact available around the clock.

  3. 03

    Environmental and permit constraints

Shoreline, wetland and fish-passage permits have conditions that govern means and methods. Our environmental coordinator reviews every submittal against them.

  4. 04

    Emergency readiness

On-call agreements, pre-staged equipment and pre-negotiated rates let an agency start repairs the day a slope fails or a culvert washes out.
