Design-Build & Alternative Delivery

Overview

What we deliver

Public owners increasingly choose alternative delivery methods to reduce risk and compress schedules. Halvorsen Pike has delivered projects under design-build, progressive design-build, CM/GC and CM/AR contracts for DOTs, cities, water districts and sanitary authorities. We are a member of the Design-Build Institute of America (DBIA), and several of our project managers are DBIA-certified.

How we approach early contractor involvement

We assign a pre-construction lead, estimator, scheduler and superintendent during design. Together they review constructability, develop cost models at each design milestone, price alternatives and identify long-lead procurements. By the time the guaranteed maximum price is established, the owner has seen the scope, the assumptions and the contingency in detail.

Design partners and risk allocation

We work with established engineering firms across the Northwest and structure each team to match the owner's priorities. Risk is allocated openly: owners get a clear view of what is in the price, what is in the contingency and how savings are shared.

For progressive design-build, we maintain open-book pricing, subcontractor selection through transparent competition and DBE participation plans that reflect the owner's goals.

Questions

Frequently asked questions

01 What is the difference between CM/GC and progressive design-build?
Under CM/GC, the owner contracts separately with a designer and with the contractor, who joins during design. Under progressive design-build, one team handles both and the owner selects the team on qualifications before the price is set.
02 How do you establish a fair guaranteed maximum price?
We use open-book pricing, third-party cost reviews and competitively bid subcontract packages. The owner and engineer participate in every major pricing decision.
03 Do you have your own design partners?
We work with several established engineering firms and select the best fit for each owner. For a CM/GC project, we work with the owner's designer of record.
04 How is DBE participation handled?
DBE goals are built into outreach and subcontract packaging from the start. We hold open houses, unbundle packages when practical and report participation monthly to the owner.
